Two different cold-start problems. A charger keeps the battery full; a blanket keeps it warm so it can deliver that charge at -20°F. If your car starts fine at 10°F but not at -15°F, the battery is probably fine and it's the temperature — blanket. If it's sluggish at any temperature after short trips, it's state of charge — charger. In the coldest places, outdoor-parked cars benefit from both, on the same outdoor timer.
